That would still be dependent on the desktop module, so I don't see how that would help anything. It would make the desktop module a tiny bit smaller, but not enough to really matter. When the JPMS module graph was devised in JDK 9, there was a lot of thought put into whether it made sense to break up the desktop module into pieces.
