The problem is that hal is still 32 bit and we dropped 32 bit support
for cups.
The package hal-cups-utils needs to be rebuild for 64 bit (if it is
possible at all).
oh okay, i don't insist on hal if i can connect in some other way. i just used
hal because that
worked at the time. what's the "official" way of using usb printers?

I have created a PR to switch hal-cups-utils to 64 bit and will
integrate it soon.
Can you check whether this works for you? Maybe hal_lpadmin needs to be
updated for python 3.
I haven't checked that.
