I agree that it is an annoyance. I have over a dozen accounts on random trackers most of which I've used once. If you describe a bug without a step-by-step way of reproducing it, one of said volunteers may waste an hour or two trying to reproduce the bug. Alternatively, since you've sent a detailed step-by-step analysis to a public mailing list, anyone with an account could create the bug report, pasting your text. With free software projects, you can choose between paying money for support (I'm sure there are people on this list who, for a fee, could find and fix you bug), or contributing some time and getting a solution for free.
