That's strange. It's working for me:
C:\Users\Noel>obabel -L fingerprints
FP2 Indexes linear fragments up to 7 atoms.
FP3 SMARTS patterns specified in the file patterns.txt
FP4 SMARTS patterns specified in the file SMARTS_InteLigand.txt
MACCS SMARTS patterns specified in the file MACCS.txt
Can you doublecheck that the obabel you are running is the 2.3.2 one?
(If you can Cygwin installed you can type "which obabel"; otherwise
just rename obabel.exe to somethingelse.exe)
Can you double check the value of BABEL_DATADIR?
C:\Users\Noel>echo %BABEL_DATADIR%
C:\Users\Noel\AppData\Roaming\OpenBabel-2.3.2\data
C:\Users\Noel>dir %BABEL_DATADIR%\MACCS.txt
Volume in drive C is System
Volume Serial Number is 2CA8-5165
Directory of C:\Users\Noel\AppData\Roaming\OpenBabel-2.3.2\data

And last but not least, make sure you do not have a file called
MACCS.txt in your current directory, or it will try to use that
instead (and fail!).
