Indeed as Noel suggested, getting PkgConfig on Cygwin solved the problem. I
did not have to uninstall the CMake for Windows.

However, after I've successfully compiled and installed openbabel-2.3.2, the
forcefields are still not working. e.g., obenergy does not work, complaining
that it "could not find forcefield ''.". I checked that there is a file
named plugin_forcefields.so in the directory Tools/lib/openbabel/2.3.2. But
even if I include this directory into the path or the LIBRARY_PATH, it still
did not work.

So how can I make the forcefields work?
