Are you using network manager? There is a bug in F16 where if you are
not using NM then the iscsi service will not start. It is due to this check
# if the network isn't up yet exit cleanly, NetworkManager will call us
# again when the network is up
[ ! -f /var/lock/subsys/network ] && ! nm-online -x >/dev/null 2>&1
&& exit 3
in the /etc/init.d/iscsi script.
If you just comment out that line, does it work?
