Its bid was never formalized and shown to the community despite obvious
requests on this list (allegedly, this was just due to lack of time),
the winner was announced out of the blue in Budapest the reason being
that several other proposals had been received, but all of them were
seemingly unacceptable (and again, the community never got to know the
locations or the proposals that had been excluded).
And now, if relocation is due to cost and logistical issues, it's clear
that the Paris proposal wasn't complete enough...
There wasn't any proposal from Paris initially, hence we (the Marketing
Project leads) have been persuading them to send us one, see also next
paragraph.
Of course, when I mention that "the community" was not informed I speak
in general: some (non-Oracle) community members from the Marketing
project appeared to know everything, or at least they wrote on this list
as they did know everything, but they never disclosed all details and
I've always been curious about the OOoCon 2011 story, that now gets this
fresh new twist. I hope we can bring some transparency back in the
process for future selections!
The issue was discussed several times during the monthly Marketing
Project conference calls (open to everyone) and the situation was
already gridlocked when I actively joined the efforts. There were quite
a few proposals but mostly ridiculous, e.g. an application in one
sentence, alike "City XYZ would be pleased to host the OOoCon." Only two
submissions were really considerable from our POV, but the locations
were quite remotely situated. During the evaluation of these proposals
we came across more obstacles. One of these teams was dispossessed by
governmental agencies, hence was drifting away from a community venture.
The main author of the proposal was not even mentioned in the final
submission. :-( The other location had several severe security issues in
recent years. As this is certainly unpleasant for both teams, we have
been deciding to not disclose the details on public mailing lists, that
are also archived and mirrored at several places (Gmane etc.).
I'll do my best to get the process back on track for 2012.
