SUMMARY
When using the scroll wheel to scroll fast over a document, there is severe
stuttering (to the point of freezing) to the application. When dragging the
document at the same or faster speeds with a mouse there is no such stuttering.
When scrolling with a touch pad (KDE connect remote input) there was also no
such stuttering. The stuttering is not followed or caused by abnormally high
CPU/GPU or disk usage.
STEPS TO REPRODUCE
1. Scroll as fast as you can with a scroll wheel

ADDITIONAL INFORMATION
This has been an issue for a long time; ie I can't recall of a release where
this didn't exist. Free-spinning scroll wheels are affected the most by this
issue for obvious reasons. Touch pads seem to be unaffected, but I could only
test with KDE connect, so take it with a grain of salt. I can attach a screen
recording of the stuttering if requested.
