I have same issue as well. It impacts things that use the native KDE print
menu. Every last part of my system is set to US Letter (locale, system
settings, printer config, CUPS), but every print or PDF export comes out in A4.
I really noticed it when trying to print vendor checks from the flatpak of
GNUCash. It was almost enough for me to leave Plasma for GNOME.
Libreoffice, Firefox, and Chrome seem fine, but that is likely due to those
apps using their own print subsystem.
