This is done with Optional Content Groups, which Okular already supports. However navigation within a page that uses the PresSteps dictionary (PDF spec 2.0, 12.4.4.2) does not work even in presentation mode. I have attached a simple PDF document that has subpage navigation. The only way to see how it should really work is to open it in Acrobat Reader, start presentation mode and keep tapping the right arrow (or left, if you want to go backwards). No other PDF viewer software I tried handles subpage navigation. Note that this part of the PDF spec is not particularly well documented.
