KDE -> System Settings -> Window Behaviour -> Window Rules
New -> 'Application settings for okular'
Appearance & Fixes -> No titlebar and frame = Force Yes
This works fine when the 'Text position' in 'Toolbar Settings' is
'Text Only' or 'Text Alongside Icons', but does not work when 'Icons
Only' or 'Text Under Icons'.
Reproducible: Always
