With several toolbars (parts) user could freely decide where to put toolbar A (and if put it at all?) the same for toolbar B, C, D etc. Currently it is all harcoded, this is toolbar, that is sidebar, the other one is bottom-bar. With one uniform (yet flexible) approach user can turn all of them, turn some of them, all of them -- place them next to the other (saving space), or place them all on the right (example).
