I have a good overview of venues as I run an annual conference. Are you planning to hold it on the weekend? If so Universities have good space.
Of the top of my head - Spaceport - 100 peeps, could get it for free if you ask nicely - MOSI (as you mentioned) will cost £££ so you will need to charge or get some sponsors - The Sharp Project - weekend only, in east manchester, good wifi I would rule out places like the town hall, hotels (midlands, hilton etc) unless you can negotiate them down. Also Wifi may be a problem at some venues (MOSI) so you will need to hire it in. I would second Paul's recommendation to speak to Gemma as she can give you a good overview of running a big hack event (Hack Manchester) and as Ian mentions, definitely talk to Idalia. In terms of engaging communities. Just do what you are doing here. Find out who the organisers are and start talking to them. Ask if you can post on their meetup/google groups pages etc and attend events in person.
