I make the arguments that there are plenty of good developers that don't have substantial contributions on their profiles because they haven't worked in places that have facilitated it or in their spare time they've worked on code they'd rather no publicly display (often their own products/start up ideas), some listen, some don't. To candidates I tell them that from a purely pragmatic point of view they should work on their Github profiles if they can because prospective employers will check it out at some point and it will probably influence them in some capacity.
