Erik, just an FYI, I was referring to both when I brought up the issue. That 
is, you need to have generality between the TS and the NVE (a network, as you 
stated, either an L2 or L3 network) and a general network from the NVE out to 
other NVEs (again a network, mostly likely only L3, but L2 should just fall 
out).

I was thinking of L3 between NVEs, in which case L3 routing including ECMP takes care of NVEs that are multiply connected.

You're correct that if L2 used between NVEs than we need to make sure that the architecture doesn't preclude using existing L2 techniques for multihoming and multipathing.
