Erik, just an FYI, I was referring to both when I brought up the issue. That is, you need to have generality between the TS and the NVE (a network, as you stated, either an L2 or L3 network) and a general network from the NVE out to other NVEs (again a network, mostly likely only L3, but L2 should just fall out).
