## Summary
- Validate the target namespace before processing configuration imports.
- Reject unknown namespaces before `ConfigsService` is invoked.
- Prevent orphaned namespace-scoped records from being created through the
import endpoint.
- Add regression coverage for valid and unknown namespace imports.
