## Problem And Result Prepare the main-repository cutover for Consul, tracked in https://github.com/apache/shenyu/issues/7308. Remove the active implementation/starter modules and their build, default-distribution, and current configuration metadata. Retain documented core API identifiers needed by external plugins, historical upgrade SQL, and release notes. Receiving PR: https://github.com/apache/shenyu-plugin-store/pull/17. ## Validation - Full 15-module store `./mvnw -B -ntp clean verify -Dapi.version=1.44` passed after the final init-gate fix, with Checkstyle/RAT enabled and no skipped tests. - Default Surefire runs `ConsulRealServerTest` against disposable `consul:1.15.4`: two real-server tests cover listener/initializer → KV → sync subscriber → gateway HTTP route lifecycle, update/delete, instance registration, and close deregistration. - The unit regressions cover missing propagation roots during upgrade, empty-prefix delete (including a null Consul index), normalized key layout, and idempotent registry close. Init-gate regression was observed failing before its fix, then passing. - Main affected 189-module reactor compile/test-compile/checkstyle passed with unrelated tests intentionally skipped; active Consul modules, default dependencies/config, and distribution licenses are removed. Other sync/registry channels and stable shared constants remain. - This is real listener-to-gateway boundary coverage; a complete `shenyu-admin` controller/application deployment is not claimed. - Expanded pinned core-API CI preparation passed, including all five extra gateway plugins required by the test POM. `git diff --check` passed in both worktrees. - Logs: `consul/final-full-verify.log`, `consul/admin-listener-init-gate-verify.log`, `consul/store-real-consul-gateway-boundary.log`, `consul/main-cutover-build.log`. ## Blocked Cutover This PR intentionally remains DRAFT. Merge only after the receiving prerequisites, CI/E2E, artifact release/ownership, and documented upgrade/rollback gates are satisfied. This PR does not close the migration issue or authorize dual publication of the same Maven version.
