This is to apply the changes from https://github.com/apache/shardingsphere/pull/37186 . - Bump GraalVM Native Build Tools to 0.11.3. This involves the patch at https://github.com/graalvm/native-build-tools/pull/748 . This PR was largely split from https://github.com/apache/shardingsphere/pull/37357, which has some unaddressed issues with GraalVM JDK for JDK 25. - Fix incorrect host paths in the seata documentation. - Bump the Docker images used in nativeTest: `mysql`, `postgres`, `mcr.microsoft.com/mssql/server`, and `prestodb/presto`.
