Fixed in 06d57f1416. Nightly backend coverage now preserves the original
test-running behavior via `mvnd -B clean install`, and the follow-up packaging
work is scoped to `hertzbeat-startup` and the collector module so the duplicate
full-reactor rebuild is still removed.
