This issue relates to the *current* download page, for which the KEYS are
already at
http://www.apache.org/dist/incubator/ctakes/KEYS
However, the link to SVN is OK in the meantime.
Note:
The KEYS file must contain the keys for all releases, past and present, so
please ensure old keys are kept if they have been used to sign a release.
Having the KEYS file in the dist area means that it is automatically included
in the archive where it can be used to verify older releases,.
