Thanks Sebb and Pei. I have created INFRA-6731 to ask for
www.apache.org/dist/ctakes/ to be created and will put KEYS there once the
directory is created.
When I had created INFRA-6721 to ask for
dist.apache.org/repos/dist/release/ctakes to be created, I didn't realize the
corresponding dist/ctakes directory was not also going to be created.
