At the Diablo summit, the decision was made that the OpenStack-wide abstraction would be referred to as a "tenant" and that Nova's projects would correspond to tenants. Its worth remembering though, that there are some scenarios where an interface on a VM belonging to a nova tenant may be plugged into a Quantum network owned by another Quantum tenant. For example, the case where a service provider creates a Quantum network to represent access to a "public" network.
