Hi Peter, recently I had somebody where pcie_aspm=off for whatever reason didn't do the trick, can you also check with pcie_aspm.policy=performance.
And please check with "ethtool -S <if>" whether the chip statistics show a significant number of errors. If this doesn't help you may have to bisect to find the offending commit.
