TOE has a solid track record of being a point-in-time solution with decreased features and increased maintenance headaches.

This implies that there have been many TOEs in circulation in the past, can you give a list of the ones you've had experience with and explain how maintaining them has been a headache? We could definitely learn from past mistakes.
