Yes, the project is empty right now, and i think you're right that it's not the "kernel way". I'm not sure about which is the best way to do development of ieee80211. I think James Ketrenos from Intel was thinking of creating a GIT repository for it, but the way i see it, another repository won't help much, it would only be good if the time for patches to be included into netdev-ieee80211 GIT wasn't acceptable. Maybe Ketrenos is creating it more for ipw2100/2200 drivers use.
