This sounds like the Shaw "Wifi to Go" routers they (Shaw) push out. Agree to make your Shaw internet connection "shared" and they drop in a hotspot that provides a 2nd wifi network that subscribers can connect to. In exchange for a discount on your local internet bill. (Separate subnet.) Of course, Shaw STILL doesn't do IPv6 ... ;-P
