Matt, That's what I thought, but it was even more expensive if you decided you wanted the ad free version. The folks at Google I spoke with countered with the costs for Google Apps for Business and placed Partner Edition (the one for ISPs) between the direct consumer Gmail offering and the business offerings in functionality and pricing.
