We actively sought reciprocal secondaries, and offered and received reciprocal query hosts, from other regional ISPs when I was CTO @ ADN.
We saw it as "strengthening the regional Internet". So our users used CTSnet as their tertiary NS, and CTSNet used ours, FE.
