It can exceed 25 megs, but it isn't common. Certainly not common enough to throw hundreds of billions, if not trillions of dollars at the long tail.

The average household has more than one person, and they may want to watch different content. And that's today. Gaming streaming is ramping up (which needs both good bandwidth and low latency), and there'll always be things you haven't considered popping up.
