Nope, remember to play 1080i bobbed to 60 frames/second, you are pushing 500 megabytes/second of data into the card, on top of decoding it. That takes a good chunk of your CPU. But my machine is also HT and it's only 60% idle, not 80%. And it's faster. Do you have dual channel RAM? Can that be making this big a difference? Can your video card be that much faster? Not much different than the RPMs though. I suspect on Windows you are getting the built in mpeg decoding in the graphics card.
