Emperical test, I'm in the Eastern US (EDT -4:00)
I sent myself a message on another system using an
altered TZ variable.

  TZ=PST8PDT mutt j...@mums.jgcomp.com

I'm old fashioned, so I used the old style TZ settings
for Western US.

The header "Date:" showed the PDT date/time.
The first "Received:" header showed the local system
received it using the actual local time (EDT).

So if just having the message Date: show "your" local time
when logged in from afar, set and export TZ appropriately.
