Gosh, that's dumb! Well, I guess mutt is doing the right thing. I guess this could be mentioned in the documentation. Eg, under quote_regexp, you could add Note: For text/plain messages with the format=flowed parameter, quoting is determined according to the rules of that format (described in RFC 2646), and quote_regexp is ignored.
