I think you can use "message-hook" with "~h" pattern.
something like this:
 
message-hook '~h ^To:.*blah@blah\.org' \
        'my_hdr From: someone <nobody@localhost>'

or

message-hook ~p 'my_hdr From: someone <nobody@localhost>'
