The ways to compensate is to convert the charset to a proper one. The problem is that users and software on the Windows platform often confuses the iso-8859-1 character set with Windows-1252. Windows-1252 is a superset of iso-8859-1 and includes a number of additional characters. <http://czyborra.com/charsets/iso8859.html#CP1252> Windows users and their software usually mix in WIN-1252 chars in iso-8859-1 text.
