Did you ever get an answer to this?
mutt 1.2* (and maybe 1.*) now has a number of variables like
pgp_encrypt_command and pgp_sign_command that define how to call a
particular PGP function (even if you're using GPG or another encryptor).
In each of those definitions is where you should specify the language
setting, done above in PGP commandline format because it's a good bet
that you're actually using PGP.
