That's an easy one. '~h is not supported' for fcc-hooks. You could
write a save-hook with this expression, but no fcc-hook and therefore
not a fcc-save-hook.
I fear there's no way in mutt to set the fcc-folder by the Reply-To:
header. Can't you use ~t or ~l instead?
