While we're on the subject, could someone suggest a useful value for
pgp_getkeys_command? The file contrib/gpg.rc contains:

# receive key from keyserver:
#set pgp_getkeys_command="wrap.sh -g %r"
set pgp_getkeys_command=""

But I don't know what wrap.sh would be (if it weren't commented out).

Does this have anything to do with keyservers?
