Not completely true.  MTA's will add a unique message-id, if one does
not already exist.  So if Mutt didn't create the message-id, then one
would be added for you.

I think the reason Mutt creates the message-id itself, is so that it can
store that message into your +outbox, and you will be able to match up
the message-id to any incoming replies (threads will be correct).  Mutt
wouldn't have any way to know what random message-id sendmail would
assign to the message, otherwise.
