extract-keys only works if the message actually contains the key itself,
like if someone mails you their key so you can add it. In the case you're
talking about, the message came with a PGP /signature/, not a /key/. The
key would be available elsewhere, presumably from a key server or the
user's web page or the user directly. Everyone makes their keys available
different ways.
