Directions to tutorial, please?

This is the wrong place to ask, I know, but bear with me pleaes,

Where should I go for background on enabling CGI capability from my system,

I'd like to have it respond to the output of HTML forms and integrate with a Database

Just a pointer to a news group, mailing list, or on-line tutorial, if you know of one, 
please.
