The intent of the option is uncollapsing for newly *received* messages in the thread, not new as pertaining to message flags.

I can understand your confusion though, so I'll tweak the documentation a bit to make that clearer.

The patch you sent modifies behavior for a mailbox-reopen event, and I don't think does exactly what you think it does. For that case, Mutt is uncollapsing every thread, passing in the parent message of each thread.
