Ubuntu LTS has: libgpgme11/xenial,now 1.6.0-1 amd64 [installed] GPGME - GnuPG Made Easy (library) libgpgme11-dev/xenial 1.6.0-1 amd64 GPGME - GnuPG Made Easy (development files) So, it's probably at least reasonable to do so...
