There's another problem. On the example from the manual, I get:

To: s...@one.org&subject=test
}}}
I haven't checked the RFC, but I wonder whether the form given by the
manual is correct. It should be something like:
{{{
mutt mailto:s...@one.org?subject=test&cc=ot...@one.org
}}}
However even with that, I get an empty subject.
