We prefer release archives to git branches. If the commit is in fact 
backported, a new, properly released 24.x version should become available and 
the regular mingw-w64-emacs package can pick it up.

Now, that doesn't mean our hands are tied.

1) The mingw-w64-emacs-git package -- which includes the fix -- can be rebuilt 
and uploaded.

2) The fix can be cherry picked into a patch file and the mingw-w64-emacs 
package can be modified to apply the patch. If you make a correct pull request 
for this, I believe it will be accepted and the new, GnuTLS-enabled packages 
shall become available in the repositories soon. When a proper release comes 
out, the patch can be removed.
