Apparently something changed in makepkg-mingw.  It looks like it is
forcing /usr/bin/bzr when accessing Bazaar repos line 517.  Here is the
error message I get:

$ makepkg-mingw

It looks like I've hit a dead end unless I hack up makepkg to use the
upstream version.
