It would be helpful to know whether Emacs `master' builds on those
systems. Thanks.
So far there are contradictory reports (Alexey says it works for him on
Windows 7 64 bits but others (me included) experienced problems on
Windows 8.1 64 bits.)
Use this for downloading the dependencies:
export P=mingw-w64-x86_64
pacman -S --needed \
tar pkg-config automake make autoconf texinfo \
$P-gcc $P-libpng $P-libjpeg-turbo $P-libtiff \
$P-giflib $P-xpm-nox $P-gnutls $P-libxml2 $P-librsvg
Then configure & make.
