I have this error at home, so can't confirm procedure works right now,
but it seems it could work. Tried on my workstation to update to
latest pacman version, but I'm already on latest version so I doubt I
would face the issue on this computer.
As a note, the copy command should be:
cp /usr/bin/msys-nettle-{5,4}.dll (equivalent cp
/usr/bin/msys-nettle-5.dll /usr/bin/msys-nettle-4.dll for those like
who didn't know this trick).

On a side note, when tried to upgrade packages on my workstation:
