You have a good idea. An MP3 encoding license would be of benefit to all,
and Sony could get coverage in the press for doing a good thing.

I don't think that Sony has any significant improvements to Lame but...
Sony is already licensee of the MP3 patent... What if we "force" Sony to
sub license Lame so that we finally would have legal license for MP3
encoding? This would be a real benefit for all of us!

Something like everyone interested can mail Sony and gets an
approvement, Sony itself will then pay the encoder license share to the
MPEG consortium.
