Kent, launch Mozilla with a console (I don't remember how to do that on 
Windows). Look out for error messages involving localstore.rdf or 
similar. IIRC, I once had the same problem, IIRC; the cause was that 
part of the locastore file was corrupted in a way that Mozilla refused 
to write to it, but could read (part of) it, or vise versa.
